This drill closely revolved around the theme of the 119 Fire Safety Publicity Month, focusing on the core objective of "enterprise self-rescue and external support linkage". It meticulously designed two practical subjects: handling of ship fire accidents and emergency treatment of personnel injuries. It not only comprehensively tested the practical effectiveness of the emergency response systems of the group company and grassroots units but also promoted the popularization of fire safety knowledge through scenario-based practical drills.
This drill simulated a fire caused by a sudden short circuit in the bow compartment of a refueling vessel. A crew member was slightly injured during the initial handling of the fire. The fire at the scene rapidly broke through the initial control range and was spreading and expanding. Smoke filled the air and the situation was extremely urgent, requiring efficient response through the collaborative efforts of multiple departments.
During the drill, the emergency response plan was triggered and activated immediately - internal rescue forces promptly launched self-rescue actions such as initial fire containment and emergency rescue of the injured. Meanwhile, external support forces such as the emergency command center of the group company, the professional fire brigade of Tianjin Port enterprises, the barge company, and the port hospital responded promptly and worked in close coordination, quickly engaging in tasks such as fire fighting, casualty transfer, and on-site security, thus forming a three-dimensional rescue situation with internal and external linkage.
At the drill site, the tactical actions were closely linked: The fire scene reconnaissance team, holding infrared thermometers, conducted a full-area scan and temperature measurement of the fire area and its surroundings, and transmitted the data in real time to the on-site command center. Based on the information feedback, the commander promptly issued the combat order. The first fire-fighting team immediately began the laying of water hoses and set up mobile fire cannons at the front of the wharf to precisely suppress the main fire source. The second fire-fighting team simultaneously utilized the fixed fire hydrants at the wharf and set up water guns to cool and isolate the facilities and equipment around the fire site, blocking the path of fire spread. The medical rescue team promptly performed wound debridement and immobilization bandaging on the injured crew members, and then, in coordination with the stretcher team, smoothly transferred them to the ambulance. They also reported the progress of the treatment to the on-site command center in real time. At this moment, two fire tugboats arrived at the scene. After receiving the order from the fire brigade commander, they immediately adjusted their positions and activated the on-board fire cannons to remotely suppress the fire on the ships, forming a three-dimensional strike situation with the land fire rescue forces. Ultimately, through the joint efforts of all the officers and soldiers, the open flames at the scene were completely extinguished. After multiple groups of firefighters rechecked and confirmed that there was no risk of re-ignition, the on-site commander announced the termination of the emergency response, marking the complete success of this comprehensive drill.
In this drill, all participating parties efficiently coordinated to complete the joint accident handling task, fully testing the practical effectiveness of the emergency response system. Taking this drill activity as an opportunity, Tianjin Port Group will systematically promote the construction of the emergency management system: on the one hand, it will dynamically optimize the safety emergency response plan and specifically enhance the professional level of emergency response; On the other hand, we will deepen the multi-party linkage mechanism and strive to build a large-scale emergency response coordination pattern where "when one area is in trouble, support comes from all directions". By strengthening the safety defense line and resolutely safeguarding the bottom line of port production safety, we will provide strong support for the accelerated construction of an "upgraded version" of a world-class smart and green hub port.
