Recently, after a four-month summer fishing moratorium in the Yellow Sea and Bohai Sea, the waters of Tianjin Port have witnessed a peak in fishing vessels going out to sea for operations. In recent days, a large number of fishing boats have been concentrating on going out to sea for operations, and the risk of intersecting with merchant shipping routes has suddenly increased, putting pressure on the navigation efficiency and safety of the main channel of the port. To ensure navigation safety, the Pilot Center of Tianjin Port responded promptly and made scientific dispatches. Pilots worked day and night, operated precisely, and efficiently guided various types of vessels. They even set a new annual record of piloting 86 vessels within 24 hours. The outstanding achievements are the result of the hard work of all the staff at the Tianjin Port Pilotage Center, who have delivered an efficient and high-quality port clearance report card.
To address the challenges, the pilotage center predicted risks and made early plans. In the early stage, it organized pilotage personnel to conduct training on avoiding fishing vessels and formulated a meticulous emergency response plan, striving to minimize the adverse impact on the port caused by fishing vessels obstructing navigation to the greatest extent.
Facing the urgent need to clear the flow of ships and the tight window time, the pilotage center acted promptly and immediately activated the emergency response plan. The Pilot Dispatch Department optimized the pilot shift arrangement, scientifically allocated manpower, and temporarily selected several pilots who were on rest to supplement the front line. The pilot tugboat Collaborative Intelligent Control Center closely monitors the dynamics of the entire Hong Kong, scientifically plans tugboat resources, and provides strong shore-based support for front-line pilotage. With their superb skills, rich experience and a strong sense of responsibility, the pilots overcame complex conditions such as night navigation, dense traffic flow and unpredictable fishing boat movements. They worked continuously and carefully guided each vessel to enter and exit the port safely and efficiently. On the evening of September 6th, during the process of guiding the large container ship "Vision" out of the port, the pilot suddenly experienced a main engine failure. The pilot remained calm in the face of danger. Despite the ship having to sail at a low speed, he precisely controlled the ship's position and eventually safely guided the ship to the outside of the port. At 9 a.m. on September 9th, the pilot led the bulk carrier "Shandong Fuyi", fully loaded with grain, into the port. In the narrow harbor pool, it completed two 90-degree turns in a row, achieving precise and safe berthing.
This efficient "operation" once again tested the dispatching and command system of the pilotage center and the combat effectiveness of the pilotage team.
